Is Nalufenya a Detention Centre?

Several suspects including ADF’s Jamil Mukulu have reportedly spent months or even years locked up at Nalufenya Police Station in Jinja.
Uganda Human Rights Commission now says it is yet to investigate circumstances under which suspects have been detained at a police station for more than the required 48 hours.
But police spokesperson Andrew Felix Kaweesi says that Nalufenya was in fact gazetted as a dentention centre
