It is a million dollar question as we seek for answers on how Uganda National Roads authority degenerated into the mess it finds itself in? How did the dubious Chinese firms beat the rigorous legal regime to access billions in shillings, which billions according to the committee of parliament were meant to compensate those affected by the road construction works?
