The outgoing and longest serving Permanent Secretary in the Ministry of Foreign affairs Ambassador James Mugume faced it rough while appearing before the Public Accounts Committee of Parliament after he failed to explain why government advanced 3.3 billion shillings to Imperial Royal Hotel for the provision of conference facilities and room accommodations during CHOGM in 2007.
To the legislators the facilities were not used for the intended purpose. The officials were also grilled over the 305 million shillings spent on the unauthorized travels abroad by a section of Ministry officials.
