STUDY: Gulu Best Performing Local Government

Gulu has emerged the best district in the 7th Local Government Scorecard Report launched at hotel Africana. On the other end, Sheema district emerged worst performer according to a study conducted to build the capacity of local governments for effective service delivery and political accountability of citizens.
