Museveni Warns USE and UPE on Charging Fees

President Yoweri Museveni has issued a stern warning to head teachers in Universal Primary and Secondary Education schools saying they must stop charging extra fees. The president described such head teachers as saboteurs arguing that any parent willing to pay should enroll their child in a private school saying UPE & USE are for the poor. The president was speaking to locals in Buyende district.
