Local leaders in the districts of Amuru, Adjumani, Gulu and Lamwo are on spot for picking money from log dealers and allowing district authorities to impound their trucks even after they paid all the license fees. But the district authorities are caught in the mix about who is giving out the licenses over an illegal activity.
