Prime minister Dr. Ruhakana Ruganda says Ugandans are free to demonstrate anytime, anywhere across the world so long as they follow the stipulated guidelines. Dr. Rugunda was reacting to demonstrations by Ugandans in the US during the UN general assembly meeting in NewYork. Solomon Serwanja spoke to the Uganda Premier.
