Sharp political divisions, corruption and absenteeism from office have hit Kiruhura district, the home of President Yoweri Museveni. Top district leaders are embroiled in power struggle, which is affecting service delivery in the health and education sectors. The leaders have now cracking a whip on civil servants for neglect of duty and those at the center of the many corruption scandals.
