Handling Capital Offenses, Law Still Silent

The Uganda Prisons is calling for streamlining of the law so as to expedite the management of capital offenses right from investigations to convictions to ease case backlog and its effects on Prisons. According to Frank Baine, the Prisons Spokesperson, the law is still silent on how fast justice institutions should handle capital offenses and what should be done in instances of delayed justice. This has heightened the challenge of congestion in prisons.
