Who Picked Besigye from the Airport?

Just asking…….who could have kidnapped Rtd.Col.Dr. Kizza Besigye moments after the plane he was travelling in touched the ground at Entebbe International Airport
According to Besigye, officers wearing Civil Aviation Authority uniforms picked him from the aircraft, put him in a CAA vehicle, and drove him to the old airport where he was handed over to a waiting police vehicle that drove him to his home in kasangati.
When contacted, Civil Aviation spokesperson said he could not comment on the matter which now takes as back to the original question…who kidnapped Besigye
