UNRA's Kagina on the Spotlight over Northern Bypass

Legislators on the Committee on statutory Authorities and state enterprises (COSASE) have tasked the Executive Director of the Uganda National Roads Authority Allen Kagina to explain why the Authority commissioned works for the second phase of the construction of the Kampala Northern bypass without conducting an Environmental Impact Assessment study. The legislators are concerned that the project has put the lives of thousands of city dwellers especially those living in low lying areas in danger.
