Who Initiated 6 Billion Hand Shake?

Parliament has failed to find answers regarding who initiated the idea of the 6 billion shillings reward after the former attorney General Fred Ruhindi accused President Yoweri Museveni of initiating the idea of a reward to winning team.
The attorney general told the committee that his letter was a follow up on the president’s promise and that’s how he got caught up in the trap.
