The speaker of parliament Rebecca Kadaga has decried the stalled implementation of laws passed by parliament despite the pressure when making them. The speaker was alluding to the national environmental management act, which is supposed to help government ménage the environment better, but whose stalled implementation has led to mass deforestation.
