Assessing Universal Secondary Education Performance

Universal secondary education as a programme was introduced to better enrolment of children into secondary education especially those coming from UPE schools. Over 10 years later, USE schools continue to perform poorly raising the question as to whether government has put more emphasis on quantity than quality.
