The high levels of poverty in Northern Uganda continue to pose a threat to the justice system as residents serve many years in prison, even when they have the option of paying a fine to avoid prison. Many residents have failed to raise the penalty fees as low as UGX 400,000 upon court rulings choosing to serve a prison sentence.
