What Awaits the New Police Chiefs? (Oscar Kihika and Asuman Basalirwa)

Basalirwa: When the British established police, they did it to preserve themselves in power, not to serve the people. When we got independence, we inherited the fundamental structure, these colonial laws are sill standing till today. Oscar Kihika: What is clear is that we are still under policed as per standards. One of the positive things Kayihura is leaving behind is the element of community policing with a model of neighborhood watch.
