The Inspector-General of Government said following information from a whistleblower about the activities of Emmanuel Bakegwa, Director of Clerks and Paul Wabwire Deputy Clerk Parliamentary affairs, an investigation was launched and found that the two directors embezzled one hundred million shillings meant for their facilitation for a conference in the UK.
According to investigations, the conference beyond aid innovative governance, financing, and partnership for post-2015 agenda took place in February 2016 and not June as stated by the officials. Records from the conference organizers also state that the two directors were never invited and they never attended.
The IGG wants Bakwega and Wabwire to refund the money within three months and in addition face disciplinary action. The report also recommends disciplinary action against Mrs. Kangazi Julian, the Chief Procurement Officer, and Mr. Lassu Patrick the Senior Procurement Officer to the Parliamentary Commission of not seeking guidance from the user department to develop elaborate specifications for the heavy-duty camera.
This, therefore, led the IGG to drop all the charges filed against Parliament Director of Communications and Public Affairs Chris Obore that he had embezzled one hundred and fifty million Uganda shillings for procuring a camera.
