Chief Justice Owiny Dollo on President Museveni’s Comment on Bail

The Chief Justice is also concerned with the continuous torture of suspects, which he says waters down the legacy of the late Benedicto Kiwanuka who is being remembered for his stance for the rule of law.

“The Constitution allows the granting of bail. A judicial officer doesn’t wake up from the wrong side of bed and deny bail or wake up from the right side of the bed and allow bail. The law is very clear. There are many factors to consider, and the judicial officer must look at all circumstances to grant bail,” said Owiny Dollo

President Museveni insisted it is a provocation to release a suspect of murder on bail.

“A person kills, and you see him walking! This is a provocation, I tell you,” said Museveni.

Justice Owiny Dollo in the same event in memory of Benedicto Kiwanuka former Chirf Justice of Uganda who was killed by Iddi Amin urged judicial officials to emulate Kiwanuka in their work by upholding the law and human rights of the people.
