Mixed Reactions to President Musevni's Letter to Authorities

The dust is rising as the country sets to question the president’s change of mind regarding government statutory bodies and agencies which he now wants dissolved
Considering that all the authorities are a creation of an act of parliament through a bill brought by the executive, one wonders why the change of mind and why it has taken this long for the president to come to terms with reality
