A controversy has arisen in the community around Mutu Rock in Kole district over compensation procedures for those affected by the ongoing Apac-Lira road construction by Gulsan Construction Company.

The project involves quarrying at Mutu Rock, and documents reveal that the company paid UGX 280 million to a personal account linked to Morris Ogwal. Residents are alarmed by the disparity between this compensation and the actual losses incurred, with some receiving as little as UGX 150,000.
